I would say that who ran the state ,the priest or the king was largely a matter of the personal attributes and political situation of the individuals and periods concerned.A strong king kepted the clergy in place a weak king was dependent on them.
On the grounds that human psycology is the moving forse behind religious and political evolution,or is that devolution,it took christianity 1776 years to just have one country officially separate church from state,and even that is open to discussion.
So lets say if the muslim religion dates from 632 ad and add 1776 years ,we get 2408 ad.Abit of tongue in cheek here.
