That's encouraging, I didn't think your ilk was tolerant of anything. BTW, what's a dizzard? A dizzard? Can't seem to find it in my dictionaries......they teach that in your high school?

Not quite correct.

Commas and periods do, as you correctly pointed out in the sentence you cited, but the placement of a question mark depends on the sentence:

Who wrote "The Importance of Being Earnest"?
... but
She inquired, "How will we get there?"

In addition, colons go outside quotation marks unless they are part of the quotation itself. Semicolons also are placed outside quotation marks.
