Convincing. But what kind of elbow freedom will the US have, had it fail to convince the Security Council ?
No action ?
Action as a pariah ? For stealing the oil fields will shout the masses.

In other words, what is the weight of the UN risk. As if it ends up with no action, and the US stays put, the signal to Saddam to start harboring masses of terrorists, and with them, he'll become what he always dreamed to be, even without nukes. A few gallons of Bio here and there and the man is as powerful as Bush.
