In every case regarding Clinton, the crime is definitely there, but the evidence has been hidden, destroyed, or the authorities otherwise intimidated, so that they say "We didn't find enough to charge." In every case regarding Bush or Cheney, the "scandal" is a pure fabrication of the American left's desperate propaganda machine, and there is no evidence to be found. If you learn this fundamental difference, you will understand the entire era of scandal coverage by your left wing "mainstream" media...
