Peter Cohan, a Massachusetts author and investment strategist, marveled at the offer.

"The fact that such a dodgy outfit would be looking to make a tender offer for these energy companies tells us just how far they have fallen since Enron kicked off the collapse of the merchant energy trading business last year," Cohan said.
