There is a large body of circumstantial evidence that Iraq was behind it. For example not long before the attacks Mohammed Atta met with an Iraqi intelligence agent in Germany. There are also many phone interecepts that have been put together since the attacks that build on the case against Saddam. And other stuff.

There may well be more that is not public, due to sources being compromised if it were made public.

In fact some terrorism experts believe that Saddam essentially subcontracted out the attacks, the way you would hire a contractor to build a deck instead of doing the work yourself.

There are also strong ties between Iraq and the people who bombed the WTC in the early 1990s.

ps, Michael Skakel was just convicted of murder based on circumstantial evidence, and will serve 20 yrs to life.
