The whole MAD concept depended on the rationality of both parties. It's so insane it's hard to think about, but that's what the think tanks recommended and we managed to muddle through. My evidence for Saddam's irrationality is in every minute, every hour of Desert Storm. He created it, he could have avoided it, he went ahead with it. Bush goofed by not nailing the bastard when he had a chance.
