As a general principle, it was flawed by the measure you suggest. I can't comment on whether undeserving people SHOULD make money because too many factors go into how much people get paid. Very few of those are under MY control. So as a personal strategy, it is flawed. If it was under my control, I would vote for a competence based merit system. But that's because I know that I would do well in such a system and that a better world comes out of it (maybe). Those who don't meet their goals would be pushed to the bottom of the heap. There is such a genetic component (and childhood development opportunity factor) to talent that entire families would be born into, live in, and die in their caste. It isn't necessarily more fair to more people .
