A majority of Europeans think that US foreign policy is partially to blame for the September 11 terrorist attacks

A lot of Americans feel the same way, KLP. We get posts here all the time blaming, directly or indirectly, our position on Israel for the attacks.

That is probably true. If this country had the "anti-Israeli" of France, for instance, we probably would not have been attacked. Bin Ladin might have hit us anyway, because of troops in SA, but there would have been less reason.

But this country would never have had an "anti-Israeli" attitude, so the point is moot.

However, if we had a Foreign Policy with a "Kick-Ass" attitude toward the ME for the last 20 years, instead of a "cut and run" attitude, the attacks probably would not have happened. Bin Ladin thought he could get away with it.
