Hate to break the news to the Europeans, but in order to be a superpower one must have military strength commensurate with superpower status. They lack it. The Brooks and Wohlforth article in FA two issues ago made a telling point: The spending by the US on military on R&D alone is larger than any single nation's entire defense budget. This is not only significant from a quantum standpoint, but it ensures that technological developments will result in the American lead getting even larger.
