We were not "allied" with Saddam Hussein. We helped him to repulse attacks from Iran, which was a more dangerous destabilizing force in the region at the time. We did ally with Stalin, when we deemed Hitler more dangerous. "Lesser evilism" is a significant part of foreign policy. As for the Savak, they didn't need the CIA to teach them to torture. The hope was that we could professionalize security services in countries like Iran, to minimize their barbarity. Again, lesser- evilism......
