I dunno, I think it probably depends on the FBI definition of what constitutes a "smoke".

Is it a single toke? One hit off the bong? How about a whole bowl? What about the size of the bowl, or the circumference of the doobie? And do roaches count, or would they already be included in the previous running count to 15?

Somebody needs to email Ashcroft on this and get it straight, inquiring minds want to know
