O.K. smarty pants, how many Democrats and how many Republicans were in the two houses of the CA Legislature in 1996? Before spouting off about something you know little about, why don't you go and look at who voted for the bill and who didn't? I don't think there are very many elected Republicans in Oakland, San Francisco, or Los Angeles. Don't give me that rammed through crap, THERE WERE NO DESENTING VOTES!!!!! Of course, if I voted for the bill, I'd be telling everyone, that it was rammed down my throat.

Yes, the plan was bad, and people were scamming it. Why didn't the Clinton Administration do something about it? They had 7 months to do something about it.
