Money isn't the answer to everything. Cuba is proof, that sanctions do not work in getting rouge nations to behave. So its no surprise, that sanctions don't work against Iraq very well either. In the case of Cuba, I have no idea what the point is anymore. Just about every other nation in the world has lifted sanctions against Cuba, and have open relations. They're still a mess.

As far as Iraq is concerned, the United States does buy oil from Iraq. Saddam can buy all the food, medicine and non lethal (and non dual use) material he wants. He'd rather let millions starve instead. Non military purchases aren't good enough for him. Just what do you think that Saddam would purchase (if sanctions were lifted) that he cannot buy now? My view is that as bad as they are, sanctions at least slow down his nuclear bomb making effort.

I view a ballistic missile in slightly a differnt category, from a guided missile fired from a helicopter. And I don't believe that Israel fires the missiles "at civilian women and children daily", though I view the results are just as important as the intent.
