Of course it's not sincere - a diplomatic solution wouldn't allow him to seize the oil to enrich his greedy Republican friends. But then, taking a tough position and applying pressure to an opponent never forces a diplomatic solution, and the world will still be against us, so you have nothing to worry about - your doomsday scenario will still come true. It's a fact, simple as that, and any idiot knows it.
