It's not so simple, Derek. There are fifteen members of the UN Security Council; you've only listed the five permanent ones.


Understood Nadine, but if the US, UK, and Russia are onboard, and France at least is neutral, chances are good the resolution will pass. And if the US, UK, and Russia are yea, chances are slim China would veto the measure.

It would be interesting to see the number of UNSC resolutions that failed to pass when the permanent members were all in favor or abstained.
