State law does preempt federal law in many areas...........or do you believe that the Feds should control everything? All these processes take time. The President has limitations to his power.............and thank God for that. CLinton's head of FERC did start the process but the process for Fed intervention was stopped by COngress and the new administration...........Bush said that the energy problem was CA's problem and should be corrected by Ca without fed intervention........we corrected it and exposed ENron in the process. Our conservation ( which Cheney said would never work ) reduced the need for power so ENron was left holding their bag of tricks without a market for energy that wasn't being used. Their sham was over. There are several ex-Enron executives in the Bush administration that should be investigated and prosecuted.
