At ruinous prices that drove a very healthy state budget surplus into a very nasty deficit and now have come home to roost, forcing budget cuts. You heard about those, yes?

Davis picked up the ball and went home with it. It no longer mattered what price caps Cheney would or would not support, it didn't matter if Enron used the Raptor or the Death Star tactic because California wasn't playing the game and the racketeers had no other pidgeon.
No wonder you have such problems! You know nothing about even elementary economics.
Hint: Buying energy from energy companies at horribly inflated prices DOES NOT make them poor; it makes them even richer! Which is exactly what happened.

If those contracts were such good deals for the state, why did the state want to abrogate them? Yes?
