Butler make a good case for this being bullish, however, conventional thinking is generally that there can be no significant rally until the little guy (who is always on the wrong side) capitulates.

We see this happening in the equity markets as well.

I'm no analyst and don't know enough of the physical silver market to think "outside the box". Hopefully this has been posted on the silver thread also.
