Here are some etf's you could look at for your kospi/long Nikkei: JEQ, EWJ, KEF, and KF. I have never used them for shorting and do not know if one would have problems borrowing shares. I use puts on MXF when it gets above 20 to short Mexico.

BTW, Tice is long Norwegian government debt in the safe harbor fund.
