Twenty years ago the swamp could have been drained a lot more readily. The last decade of bloodshed makes it that much more difficult for people on both sides to forgive and live and let live.

Note that former weapons inspector Scott Ritter has spoken out recently saying that Iraq is not a threat and that the country actually helps supress Islamic fundamentalism. They perhaps could just make peace with the guy with some kind of treaty and oil deal, but after denouncing him for so long it would look hypocritical. Better that a war though, although the Iraqi people do deserve better than Saddam.
