Yesterday i did see this, just didn't have time to post .... first thought was, how much water does he have ... just because they call it Río Xxxx doesn't mean it's moist, not up in that country .... even if you have groundwater accessible from wells doesn't mean you have legal right to it ... although the ley minera makes that right easier to get .... but a lot of those places are dry the great majority of the time, till there comes a rainstorm ... you don't build anything down on the flat, it'll get washed out sooner or later .... a floating dredge, you'd want to anchor it well -g-
