I haven't studied this in enough detail to comment specifically. Though as a general principal, I would think that moral suasion against the greed of OECD suppliers who were profiting by selling supplies to a rogue weapons program is a generally superior method to the rampant terrorization and intimidation of civilian populations in states like Iraq that the militarists seem to prefer. It's a disgusting, hypocritical situation where the Bushista neocons turn a blind eye to arms sales and shipments to rogue states and insurrectionaries when it suits their immoral profit motives.
