IF he's talking to a " full house " and doesn't become too " flushed ",he will not need " 4 - Aces " if he follows the " time limit on game " approach.<G>

Saddam is in violation of the inspection agreement and any delays towards compliance after an agreed upon deadline is set by the UN ( which it will be )likely will be justification for action under international law, as the law is only as good as the enforcement of it.

The burden of proof will be upon Saddam to prove he doesn't have WMDs, as opposed to the inspectors to prove he has.The only way to do this is through unhampered inspections under the auspices of the UN.

Forget regime change - forget destruction of WMDs, all they need do is go the inspection route.There is no way it will be vetoed, because it is “ the law “ that Putin said would have been broken under “ regime change “.

THAT - is the " Ace In The Hole " if he choses to use it.

George W. Bush will then have learned that international laws and agreements are made for a reason.
