Weren't '39 and '71 The Year In Which The Election Took Place With the term starting in January of '40 and '72 The value at the time of the election would seem to be the best data point in terms of the influence on the election itself. I guess you could compare the value on the last day of the year in which they were elected with the value of the end of October in the year that the re-election took place. Regardless I think Busch is going to have his work cut out for him. Although the fact that the Democrats don't seem to have a FDR available to run against him should help.
