I disagree. Historians have shown that there is no such thing as peace between equals. Sadly between humans, as between hyenas, peace prevails when nations accept their designated places in the hierarchy. Conflict occurs when the designated victims resist, or don't play their role with proper submission. Then the stronger nation makes an example of them, so everyone else is awestruck and backs away cowering. When an empire fails to impose its authority, it collapses.

As a lark, try to view the current news with that model, and see whether it applies.
