Okay. But that is not the first time B has been quoted that way. And many in the Reagan administration used the same verb or a synonym to describe the Afghan operation.

B was a cold warrior down to his toes. Was considered unacceptable to most of the Dems and much of a surprise when Carter appointed him. And, as one might guess, almost always at odds with Cyrus Vance, the Secretary of State.

The quote definitely fits B's character.
