Buddy, I've seen information that several of the 9/11 hijackers from Saudi Arabia were initially denied passport by the State Department's attache in Riyahd, but that State was overruled by the CIA from their office in Jeddah, and the hijackers were permitted to come to the U.S. for flight training.
