I also saw this strange pattern. Surely it is a software error of some sort.
Notice if you put the data interval for the dollar index at one minute (on INO), you still get a spread of about forty cents, from 106.8 to 107.2. Seems unlikely.

I don't think the chart is very accurate. It doesn't look like my dollar chart. I think the dollar is enjoying a small rally which will be followed in a week, mor or less, by a sell off. Long term I think it goes lower.
