I am not a libertarian, I believe in a strong safety net. I just think it should be tailored for the truly needy, and resist various sorts of abuse or "moral hazards", like encouraging pregnancy (some girls in the ghetto get pregnant to get a check to move out of their mother's house). For example, I think unwed teenage mothers should be settled in group homes, where they are helped with child care, taught about homemaking, made to finish high school, and encouraged to prepare for work........ (I am not sure about the current state of the Swiss economy, I was speaking more about the overall condition of these economies in the post- War period, where historically they are usually leading the pack).......
