Junior has performed criminal tax - evasion by not reporting his sweetheart loans with Harken energy. He will be prosecuted only with a complaint from the justice department and Ashcroft is not likely to follow the law in this matter. Cheney's crimes involve manipulative bookeeping and stockholder fraud. These can be addressed by civil suit, hence he must hide.
