It was obviously in response to the removal of the UN weapons inspectors who were then not allowed back in. Nowhere does it say that the President is to use any means necessary to depose Saddam. It says that Congress: (1) Condemns in the strongest possible terms the continued threat to international peace and security posed by Iraq's refusal to meet its international obligations and end its weapons of mass destruction programs; (2) Urges the President to take all necessary and appropriate actions to respond to the threat posed by Iraq's refusal to end its weapons of mass destruction programs; and (3) Urges the President to work with Congress in furthering a long-term policy aimed at definitively ending the threat to international peace and security posed by the government of Iraq and its weapons of mass destruction programs. Not necessarily your interpretation is it? If Jr. can show evidence that Saddam does indeed have such active programs he won't have any problem rallying the support of the country and the world. But for those of you in the amen corner that's not necessary , is it Zeeeeeroooooo?
