I guess a lot has to do with personal involvement. The plant here was owned by a Swedish company and no one got a dime.

When I was 14 I spent the summer wire brushing and painting asbestos wrapped pipes in basements. The dust flew and masks were unheard of. OTOH I knew several people who died from it.
