Sure, but did you read the report's two bottom pagagraphs?
Here they are in case you didn't.

Analysts are predicting that the jobless rate will keep rising in the months ahead because future job growth will not be strong enough to support significant and sustained drops in the overall employment rate.

According to analysts, the US economy needs to create between 100,000 and 150,000 new jobs a month to sustain declines in the unemployment rate.--Bloomberg News, AP


39,000 new jobs versus 100,000 to 150,000 needed. I wouldn't call that particularly reassuring.
