Had to look the Virgin Islands up..looks to be a WWI acquisition

The U.S. Virgin Islands were acquired by the United States from Denmark in 1917 for military purposes. The islands were first administered by the U.S. Navy, and in 1931 came under the administrations of the Department of the Interior. Currently, local governemnt organization is derived from the U.S. Congress under the Revised Organic Act of 1954, which declared the islands to be an unicorporated territory of the United States. Some decision-making power still rests with the U.S. Congress and Federal agencies.

The Organic Act of 1954?!!! I don't think they covered that one in elementary school.
