Gulf War acquisition? Construction began on a U.S. Naval Communication Facility in 1971. In 1973 the U.S. Naval Communications Stations, Diego Garcia, was commissioned. The communications facility was later changed to Naval Computer and Telecommunication Station (NCTS) in October of 1991.

I have to agree with Jagfan on Diego Garcia. It's association with the US is well before the Gulf War.
