While that does look like the game plan, the problem is that the tactic doesn't work when the lawyers and judges are around. What Bush has to do is to convince the world community to back him, and playing "bad cop" doesn't make any progress in that.

Everybody loves to see the US "bend" to international pressure and "moderate" its position. Looks like "moderating" our bad cop to Britain's good cop gets us what we want and would get the allies behind the "newly sensible" Bush Administration.
