I've believed for a long time that the most urgent task of the war on terrorism is the uprooting and destruction of the al Qaeda apparatus outside the ME.

Maybe you can explain why you present this as an "either or" proposition. We are doing several things at the same time. One task is uprooting the few thousand Al Qaeda members and their cohorts and infrastructure using a number of means, clandestine investigation by FBI/CIA and their foreign counterparts, financial investigation by fraud and money laundering investigators, physical investigation here in the US and the rest of the world by law enforcement types, military investigation in places like East Afghanistan, etc. etc. etc.

If you know of a stone which has been left unturned, the FBI is waiting to hear from you.

The proposed invasion of Iraq will use completely different bits of our assets.

We have a lot of assets. No reason to keep any of them idle.
