Unfortunately, treating other countries as if you didn't give a shit about their interests or positions creates a poor base for cooperation.

What makes you think this is happening? Have you seen any evidence whatsoever that the disagreement between Bush and, say, Shroeder, about Iraq (or Kyoto or anything else) is having a negative effect on the cooperation between our respective law enforcement agents and clandestine investigation agents?
