No, I've heard him too many times. He just lies through his teeth and claims he's never changed his story.

The BBC has a great story on the speech:

Surprisingly positive considering the source. I heard analysts on NPR liking the speech and comparing it to Kennedy's October 1962 Cuban Missile Crisis speech. Of course, Kennedy had a smoking gun, while Bush does not (Bush called Iraq a "gathering menace", not an immanent one). But then Bush has all those UN resolutions and a history of failed containment.
