I was talking about the situation in Germany prior to the end of the war, how independent thinkers and intellectuals were persecuted and hounded out of the country, which caused there to be less to work with for rebuilding after the war.

East Germany after the war was also dismal. I am not qualified to say whether it was more or less dismal than during the war.

While Iraq does not have the long history of enlightenment that Germany had, it is not a primitive place.

Bilow and his ilk can't have it both ways. Either it's a primitive backwater, in which case it's not much of a military challenge, or it's somewhat technologically advanced, in which case there is more to build upon when nation building.
