That shows we are mis-served by meally-mouthed diplomats who seem to want to serve the countries they're assigned to more than our own. It's ridiculous to think American policy was to encourage Iraq to invade Kuwait. Regardless of whatever diplomatic butt-kissing double talk people dig up. Sometimes I think we should fire the whole State Dept.

And that one was public! But, notice that it doesn't faze the war-mongers one iota. Most green lights are done behind closed doors, like when we gave Suharto the green light in 1975, Israel in 1982, or Saddam in 1980. That way, it only comes out 30 years later, when nobody cares anymore.
