Del, you might want to research this a little.

2 summers ago Cheney said that California would be in deep trouble if they didn't start building a lot of new generation immediately. Instead they started a program of energy efficiency THAT WORKED.

We had an unusually cool summer last year. Fewer people felt compelled to run air conditioning.

No new generation of consequence was built, and no more blackouts happened. Cheney was 100% wrong, and so are you. Get your facts straight.

Have a look at the power plants built and approved in California in 2001.
