It's surprising how little of the operations within Iraq are reported in the US or debated.

(1) Iraq has been effectively partitioned for years. US/UK are moving their force into these partitions to aid insurgent Kurds, to try to get the regular army to defect or stand aside, and to move quickly on the Republican Guard to blunt their ability to launch scorched-earth tactics.

(2) UN has no ready-assembled offensive capability to force Saddam to comply with the previous resolutions. It would take them months, if not years, for them to get member countries to commit to and deploy troops in that area. The UN Security Council has had six years to make them comply.
