In times of over capacity, R & D must provide new products that require new capacity. This takes time. We should not promote unneeded capacity. We already have R & D credits and low interest rates. Considering the previous excesses, the economy is doing reasonably well. Monetary policy has been very accommodative and there are no signs that Greenspan is planning to tighten any time soon. The market tends to make everything seem gloomier, but as Greenspan said, the economy has been very resilient in the face of the bubble and 9/11.
