On that point - originally developed as a hedge against facism and dictatorships - I wonder what the spread is between democracy and dictatorship today?

Personally I am not someone to fear the hovering black helicopters, but serious reform is needed. Libya as head of the Human Rights body? Syria on the security council?

Given the situations in SE Asia, Africa and Oceana - it looks like the majority are NOT democracies.

On that note - most of the '3rd World' are tinpot dictatorships or corrupt or both.

Does anyone have a case where the trillions in aid from the west resulted in even one 3rd World country stepping up?
