Is LEAP wireless the customer who didn't pay?

I guess LEAP is the #1 candidate. But is Verizon Wireless behind the major revenue miss? And if it is Verizon, one could ask why are they holding back their capex spending while Sprint is aggressively launching 1X. Could it be that Vodafone is still pushing for WCDMA and/or looking for other alternatives in the U.S.?
