Well, your wording is a little bit captious... I'd prefer the following, simpler turn:

Who are the industrialized countries eager to arm Iran and Iraq with nukes?

The answer to that question is much easier: Russia, France and Germany. The latter doesn't have its own nuclear arsenal but Germany (like Japan) has the brains to build nukes, rockets, chemical weapons, etc.

Now, don't get me wrong about that issue: I don't intimate that world peace would be jeopardized if Iraq or Iran laid their hands on nuclear weapons. I don't buy the neocolonial propaganda that casts Arabs as irresponsible barbarians and Europeans/Americans as peaceful, responsible philanthropists...

Nuclear weapons/capabilities in the hands of Iraq or Iran would dramatically alter the balance of power with Israel. Of course, the Arab world doesn't have any interest in annihilating Israel with nukes --that's the cheap horror story that the Judeofascists have sold us for the past 40 years. No, again, the "Arab bomb" will force Israel to leave the Palestinians alone and... GIVE UP EAST JERUSALEM.
It's that simple.
