Under normal circumstances, that is what legislatures are for, to craft legislation. Under a more liberal regime, it would, presumably, still be considered inappropriate to get high at work, especially if operating heavy machinery, because it would constitute a public hazard.

I think that psychiatric drugs are over prescribed, but they are not recreational, they are meant to treat specific symptoms under a doctor's prescription.

Misguided or not, most drugs are regulated as a matter of public health.
