It did have traces of radioactive substances.
it was being held 6 miles off shore until it was cleared to travel on.

Propaganda. publicity intended to spread ideas or information that will influence public opinion.

Propaganda to a mind like yours maybe but to the average person just a news item. But many of the items that you post are not known facts or are writings of those that we could consider the enemy and I suppose one could consider that stuff propaganda used to influence public opinion.

So IMO a news item that is occurring at the time it is made public is fact and not propaganda.
